Amanda Schipp, JD, is a senior consultant with HMA Medicaid Market Solutions (HMA MMS), formerly SVC, specializing in Medicaid policy development. Amanda has counseled clients on a wide variety of matters including Medicaid waiver strategies and Medicaid managed care contracting requirements. She helps our clients navigate the federal Medicaid statutory and regulatory landscape to analyze the impacts on Medicaid policy objectives, program design and implementation.
Schipp has been intimately involved in the development and implementation of several Section 1115 Medicaid expansion waivers, including Indiana, Ohio, and Kentucky. She has extensive expertise in drafting Section 1115 waiver applications, extensions and amendments. However, she also provides support to our clients beyond the initial waiver submission including negotiating financing agreements to fund expansion programs, developing managed care contracts, and drafting the state administrative rules to implement the waiver. In addition to her work on Section 1115 waivers, Schipp has also developed 1915(b) waivers to support client policy goals.
Amanda is a licensed attorney experienced in healthcare law with a focus on transactional and regulatory matters. Previously she was an associate attorney at Ice Miller, LLP in the business and healthcare group practice, where, in addition to her corporate transactional work, she analyzed and advised clients regarding new statutes and agency regulations related to the Patient Protection and Affordable Care Act. Prior to attending law school, Schipp served as the strategic initiatives program director for the Indiana Family and Social Services Administration, the state’s health and human services agency. During her time at the agency, she analyzed regulatory and legislative developments in the healthcare field and assisted in the development, implementation, and communication of new agency policies and programs, including the original Healthy Indiana Plan.
Amanda received her bachelor’s degree from DePauw University in 2006. She received her juris doctorate, magna cum laude, from Indiana University Robert H. McKinney School of Law in 2011. While in law school, she achieved a specialized concentration in health law. Amanda is admitted to the Indiana bar.
