Lora Saunders, MPH
Lora Saunders joined SVC, now HMA Medicaid Market Solutions (HMA MMS), from a background in health-related social service work, with experience in program planning, implementation, management, and evaluation. As part of that experience, Ms. Saunders has extensively researched evidence-based programming and local, state, and national resources, has written grant requests and subsequent grant reports, and has developed and utilized qualitative and quantitative evaluation factors in order to modify and improve programs.
Ms. Saunders has also built extensive expertise around Affordable Care Act provisions, and has used that knowledge to review and analyze publicly-funded programs, draft reports for program change recommendations, and develop new program designs and training materials. She has also worked with state Medicaid agencies, departments of insurance, health departments, and vendors to understand federal policy impact, make policy decisions, and coordinate with other state agencies.
Ms. Saunders’s experience with teaching and training has also developed her background in condensing, simplifying, and presenting information to diverse audiences. She also has been responsible for creating and updating local, statewide, and national training materials.
She graduated from Hanover College with concentrations in Spanish and political science and received her Master of Public Health from the Indiana University School of Medicine with a dual focus on health policy and management and social and behavioral health.
