HMA Medicaid Market Solutions (HMA MMS), formerly SVC, is a national healthcare consulting company that specializes in nontraditional approaches to serving Medicaid and other low-income and vulnerable populations in the emerging era of expanded state flexibility.
Founded in 2001 by Seema Verma, an accomplished healthcare strategist and newly appointed Administrator of the Centers for Medicare and Medicaid Services, SVC was acquired in March 2017 by Health Management Associates (HMA), a leading independent national research and consulting firm with expertise in publicly funded healthcare policy, programs and financing. Headquartered in Lansing, Michigan, HMA has more than 165 multidisciplinary consultants and 20 offices coast to coast.
HMA MMS collaborates with governors, government agencies, health systems, health plans, providers and other stakeholders to research, develop, implement and evaluate Medicaid policy changes including program expansions, managed care contracting, and other strategic opportunities evolving from state and federal legislation and regulations.

Our colleagues have also been instrumental in the design and development of several pioneering Medicaid waiver initiatives, many modeled on the Healthy Indiana Plan (HIP), the nation’s first consumer directed Medicaid program. These waivers include elements of personal responsibility, price- and quality-conscious healthcare consumption, and a focus on healthy lifestyles. We are experienced in all aspects of the process from the design and drafting of waiver documents and state plan amendments, including 1115 Waivers, to supporting the negotiation of waiver special terms and conditions with the Centers for Medicare & Medicaid Services (CMS), overseeing and guiding all implementation efforts, and providing ongoing program evaluation.
